I am Mrs. Luy Rasmey, the executive director of the Culture and Environment Preservation Association (CEPA) in Cambodia. As part of my role, I am responsible for the management and development of the organization by providing a clear vision and strategic direction for the effective delivery of CEPA interventions. This requires maintaining effective communication and encouraging the team, target groups, and all stakeholders to participate and join our efforts to ensure the sustainable use and management of natural resources, as well as improve the livelihoods of people in the community. I got involved in conservation in 1996 by starting as a volunteer environmental activist working to raise awareness of local people about environmental preservation and management. In 1998, I became a researcher focused on rice field fisheries, aquatic resources, and fishing tools in Kandal, Kampong Chnang, Prey Veng, and Stung Treng provinces. There, I saw the beautiful landscape of Mekong flooded forests and the rich biodiversity along the Mekong River. Two years later, I was appointed to be a program manager of CEPA and was responsible for implementing and managing the program of human resources development for environmental and natural resources management, which involved working directly with university students and youth networking. In 2005, I was selected by the Board of Directors of CEPA to be the organization’s deputy executive director. I was responsible for the development of human resources; producing information, education, and communication materials; monitoring and evaluating the achievement of programs and projects; and writing progress narrative reports for donors, partners, and stakeholders.
Throughout my career, I have had many experiences directly working with and learning from local people, including men, women, youth, indigenous people, and vulnerable people. I have provided them with capacity building and training on various skills related to natural resources management, as well as organizing and strengthening community-based management approaches, such as community forestry, community fisheries, and ecotourism, while accounting for gender and climate change adaptation, and resilience. Along the way, I also encountered some challenges such as traveling by water while I could not swim, and communicating with ethnic minorities who speak different languages.These experiences and learnings have given me a better understanding of the real situation in communities and knowing their needs and solutions to prioritize and develop strategies. This has helped me as a leader to develop clear interventions to meet the needs of the community while also helping to solve problems related to environmental conservation, natural resource management, and improved livelihoods of local people.
There are two main factors that have motivated my involvement in the conservation and management of natural resources. The first is the value of natural resources and ecosystems for human living, especially for the poor who rely mainly on natural resources for their livelihood. A practical example is related to the use of fishery products: Cambodians consume an average of 75.6 kg of fish per person each year. The second factor is the trust, motivation, innovation, and teamwork of community members, partners, and stakeholders, who inspire me to be more active in my roles and responsibilities. My work currently focuses on sustainable financing strategies for community-based natural resource management to empower Community Forestry and Community Fisheries to become self-financing and self-managed. I hope for them to exercise their rights to conserve and sustainably manage natural resources to meet their current needs and those of future generations. I am thankful to local communities, authorities, competency institutions, partners, and stakeholders, especially CEPA’s colleagues who always share their genuine hard effort to support the mission of sustainable natural resources management. I wish for the Cambodian people, especially the younger generation, to understand and take care of natural resources as their personal resources, and to join hands to strengthen the social capital working to improve natural capital for the better livelihood of Cambodians.

ដំណើរនៃការគាំទ្រការអភិរក្សសហគមន៍របស់ខ្ញុំ
ខ្ញុំឈ្មោះ លុយ រស្មី ជានាយិកាប្រតិបត្តិនៃសមាគមអភិរក្សវប្បធម៌ និងបរិស្ថាន (សេប៉ា CEPA) នៅកម្ពុជា។ ផ្នែកមួយនៃតួនាទីរបស់ខ្ញុំ គឺខ្ញុំទទួលខុសត្រូវចំពោះការគ្រប់គ្រង និងការអភិវឌ្ឍន៍របស់អង្គការ ដោយផ្តល់នូវចក្ខុវិស័យច្បាស់លាស់ និងទិសដៅយុទ្ធសាស្ត្រក្នុងការផ្តល់កិច្ចអន្តរាគមន៍របស់សមាគមសេប៉ា ប្រកបដោយប្រសិទ្ធភាព។ កិច្ចការនេះតម្រូវឱ្យមានការរក្សាទំនាក់ទំនងប្រកបដោយប្រសិទ្ធភាព និងការលើកទឹកចិត្តដល់ក្រុមការងារ ក្រុមគោលដៅ និងភាគីពាក់ព័ន្ធទាំងអស់ ដើម្បីចូលរួម ក្នុងកិច្ចខិតខំប្រឹងប្រែងរបស់យើង ដើម្បីធានាបាននូវការប្រើប្រាស់ និងការគ្រប់គ្រងធនធានធម្មជាតិប្រកបដោយនិរន្តរភាព ក៏ដូចជាលើកកម្ពស់ជីវភាពរស់នៅរបស់ប្រជាជនក្នុងសហគមន៍។
ខ្ញុំបានចូលរួមក្នុងការអភិរក្សក្នុងឆ្នាំ១៩៩៦ ដោយចាប់ផ្តើមដំបូងជាសកម្មជនបរិស្ថានស្ម័គ្រចិត្តធ្វើការ លើកកម្ពស់ការយល់ដឹងរបស់ប្រជាជនក្នុងតំបន់អំពីការថែរក្សា និងការគ្រប់គ្រងបរិស្ថាន។ នៅឆ្នាំ១៩៩៨ ខ្ញុំបានក្លាយជាអ្នកស្រាវជ្រាវដែលផ្តោតលើការចិញ្ជឹមត្រីក្នុងស្រែ ធនធានជលផល និងឧបករណ៍នេសាទ ស្ថិតនៅខេត្តកណ្ដាល កំពង់ឆ្នាំង ព្រៃវែង និងស្ទឹងត្រែង។ នៅទីនោះ ខ្ញុំបានឃើញទេសភាពដ៏ស្រស់ស្អាតនៃព្រៃលិចទឹកទន្លេមេគង្គ និងជីវៈចម្រុះដ៏សម្បូរបែបនៅតាមដងទន្លេមេគង្គ។ ពីរឆ្នាំក្រោយមក ខ្ញុំទទួលបានការតែងតាំងជាអ្នកគ្រប់គ្រងកម្មវិធីរបស់សមាគមសេប៉ា និងទទួលខុសត្រូវក្នុងការអនុវត្ត និងគ្រប់គ្រងកម្មវិធីអភិវឌ្ឍន៍ធនធានមនុស្សសម្រាប់ការគ្រប់គ្រងបរិស្ថាន និងធនធានធម្មជាតិ ដែលធ្វើការពាក់ព័ន្ធដោយផ្ទាល់ជាមួយនិស្សិតសាកលវិទ្យាល័យ និងបណ្តាញយុវជន។
ក្នុងឆ្នាំ២០០៥ ខ្ញុំត្រូវបានជ្រើសរើសដោយក្រុមប្រឹក្សាភិបាលនៃសមាគមសេប៉ា ឱ្យធ្វើជានាយករងប្រតិបត្តិរបស់អង្គការ។ ខ្ញុំទទួលខុសត្រូវចំពោះការអភិវឌ្ឍន៍ធនធានមនុស្ស ការផលិតព័ត៌មាន ការអប់រំ និងសម្ភារៈផ្សព្វផ្សាយ ទំនាក់ទំនង; ត្រួតពិនិត្យ និងវាយតម្លៃសមិទ្ធិផលនៃកម្មវិធី និងគម្រោង និងការសរសេររបាយការណ៍ វឌ្ឍនភាពជូនម្ចាស់ជំនួយ ដៃគូ និងភាគីពាក់ព័ន្ធ។
ពេញមួយអាជីពការងាររបស់ខ្ញុំ ខ្ញុំមានបទពិសោធន៍ជាច្រើនដែលធ្វើការដោយផ្ទាល់ និងរៀនសូត្រពីប្រជាជនក្នុងតំបន់ ក្នុងនោះមានទាំងបុរស ស្ត្រី យុវជន ជនជាតិដើមភាគតិច និងជនងាយរងគ្រោះ។ ខ្ញុំបានផ្តល់ឱ្យពួកគាត់នូវការកសាងសមត្ថភាព និងការបណ្តុះបណ្តាលលើជំនាញផ្សេងៗទាក់ទងនឹងការគ្រប់គ្រងធនធានធម្មជាតិ ក៏ដូចជាការរៀបចំ និងការពង្រឹងវិធីសាស្រ្តគ្រប់គ្រងសហគមន៍ មានដូចជាសហគមន៍ព្រៃឈើ សហគមន៍នេសាទ និងសហគមន៍ទេសចរណ៍ធម្មជាតិ ស្របពេលដែលនិងគិតគូរដល់ សមភាពយេនឌ័រ និងបន្សាំការប្រែប្រួលអាកាសធាតុ និងភាពធន់។ ជាមួយគ្នានេះដែរ ខ្ញុំក៏បានជួបប្រទះនឹងបញ្ហាមួយចំនួន ដូចជាការធ្វើដំណើរតាមផ្លូវទឹក ខណៈពេលដែលខ្ញុំមិនចេះហែលទឹកទាល់តែសោះ និងការប្រាស្រ័យទាក់ទងជាមួយជនជាតិភាគតិចដែលនិយាយភាសាផ្សេងគ្នា។
បទពិសោធន៍និងការរៀនសូត្រទាំងនេះបានផ្ដល់ឱ្យខ្ញុំនូវការយល់ដឹងកាន់តែប្រសើរឡើងអំពីស្ថានភាពជាក់ស្តែងនៅក្នុងសហគមន៍ ដឹងពីតម្រូវការរបស់ពួកគាត់ និងដំណោះស្រាយ ដើម្បីផ្តល់អាទិភាព និងយុទ្ធសាស្រ្តអភិវឌ្ឍន៍ ។ ប្រការនេះបានជួយរូបខ្ញុំក្នុងនាមជាអ្នកដឹកនាំ ឱ្យអភិវឌ្ឍន៍កិច្ចអន្តរាគមន៍ច្បាស់លាស់ដើម្បីបំពេញតម្រូវការរបស់សហគមន៍ ទន្ទឹមនឹងការជួយដោះស្រាយបញ្ហាទាក់ទងនឹងការអភិរក្សបរិស្ថាន ការគ្រប់គ្រងធនធានធម្មជាតិ និងការលើកកម្ពស់ជីវភាពរស់នៅរបស់ប្រជាជនមូលដ្ឋាន។
មានកត្តាសំខាន់ពីរដែលជំរុញខ្ញុំឱ្យមានការចូលរួមក្នុងការអភិរក្ស និងការគ្រប់គ្រងធនធានធម្មជាតិ។ ទីមួយគឺតម្លៃនៃធនធានធម្មជាតិ និងប្រព័ន្ធអេកូឡូស៊ីចំពោះការរស់នៅរបស់មនុស្សជាតិ ជាពិសេសប្រជាជនក្រីក្រដែលពឹងផ្អែកជាចម្បងលើធនធានធម្មជាតិសម្រាប់ការចិញ្ចឹមជីវិតរបស់ពួកគាត់។ ឧទាហរណ៍ជាក់ស្តែងនោះគឺទាក់ទងនឹងការប្រើប្រាស់ផលិតផលជលផល៖ ប្រជាជនកម្ពុជាទទួលទានត្រីជាមធ្យមប្រមាណ ៧៥,៦គីឡូក្រាម ក្នុងមនុស្សម្នាក់ក្នុងមួយឆ្នាំ។ កត្តាទីពីរគឺការជឿទុកចិត្ត ការលើកទឹកចិត្ត នវានុវត្ត និងការងារជាក្រុមរបស់សមាជិកសហគមន៍ អង្គការដៃគូ និងភាគីពាក់ព័ន្ធ ដែលបណ្ដាលចិត្តខ្ញុំឱ្យកាន់តែសកម្មក្នុងតួនាទី និងទំនួលខុសត្រូវរបស់ខ្ញុំ។
ការងាររបស់ខ្ញុំបច្ចុប្បន្នផ្តោតលើយុទ្ធសាស្ត្រហិរញ្ញប្បទានប្រកបដោយនិរន្តរភាពសម្រាប់ការគ្រប់គ្រងធនធានធម្មជាតិតាមសហគមន៍ ដើម្បីផ្តល់សិទ្ធិអំណាចដល់សហគមន៍ព្រៃឈើ និងសហគមន៍នេសាទ អាចទ្រទ្រង់ហិរញ្ញប្បទានដោយខ្លួនឯង និងគ្រប់គ្រងដោយខ្លួនឯង។ ខ្ញុំសង្ឃឹមថា ពួកគាត់ប្រើប្រាស់សិទ្ធិរបស់ពួកគាត់ក្នុងការអភិរក្ស និងគ្រប់គ្រងធនធានធម្មជាតិប្រកបដោយនិរន្តរភាព ដើម្បីបំពេញតម្រូវការបច្ចុប្បន្នរបស់ពួកគាត់ និងមនុស្សជំនាន់ក្រោយ។
ខ្ញុំសូមថ្លែងអំណរគុណដល់សហគមន៍មូលដ្ឋាន អាជ្ញាធរ ស្ថាប័នមានសមត្ថកិច្ច អង្គការដៃគូ និងភាគីពាក់ព័ន្ធ ជាពិសេសសហការីរបស់សមាគមសេប៉ា ដែលតែងតែចែករំលែកការខិតខំប្រឹងប្រែងយ៉ាងមុតមាំរបស់ពួកគាត់ ដើម្បីគាំទ្រដល់បេសកកម្មនៃការគ្រប់គ្រងធនធានធម្មជាតិប្រកបដោយនិរន្តរភាព។ ខ្ញុំសូមបន់ស្រន់ឱ្យប្រជាជនកម្ពុជា ជាពិសេសយុវជនជំនាន់ក្រោយយល់ដឹង និងថែរក្សាធនធានធម្មជាតិឱ្យដូចជាធនធានផ្ទាល់ខ្លួន ហើយត្រូវរួមដៃគ្នាពង្រឹងធនធានសង្គម ធ្វើការលើកស្ទួយធនធានធម្មជាតិ ដើម្បីជីវភាពរស់នៅរបស់ប្រជាជនកម្ពុជាកាន់តែប្រសើរឡើង។
